NV Energy customers could pay less for electricity by the end of the year.  The utility has submitted a plan to the state Public Utilities Commission, which calls for a rate decrease of two-point-seven percent. 

NV Energy says it paid less for power and natural gas to operate its generating stations, leading to the rate drop.  If the PUC approves the plan, the new rates would take effect as early as October 1st.
