A pet shop co-owner is suing to stop a raffle of the 27 puppies rescued from a Las Vegas business that authorities say a woman and a man tried to torch.

A pet shop owner and her alleged accomplice, accused of setting fire to her business, were in seperate coutrooms Monday.

The fire was in an area that services Fremont Street Experience and Neonopolis
