Many Steps on the Long Road to a Stadium

The regents of the Nevada Higher Education System got an overview on Friday of the pending legislation that could get the ball rolling.
Assembly Bill 335 would authorize the regents to create a Campus Improvement Authority, a district with special tax provisions, and a nine-member board to oversee it all. To accomplish anything, the regents would reach a written agreement with the Campus Improvement board, outlining the limits of any given project.
The arrangement is designed to protect the university from financial liability, and yet allow the regents to control the campus improvement projects.
The timetable has it all in place by fall, with an 18-month planning and design phase leading up to the 2015 legislative session. The legislature would finance the project after a review of the plans. Optimistic estimates have the facility opening in 2019.
KXNT sources say the bill is currently being revised, and will be reintroduced before the end of the current legislative session.
