LAS VEGAS (AP) — Nevada’s special election to fill a vacant House seat could be conducted by mail ballot only.

Secretary of State Ross Miller said in a statement Thursday that he has asked local election officials to consider the costs and challenges of allowing only mail ballots to be used in the contest.

Voters usually have the option of casting ballots at local precincts.

The Sept. 13 election will fill a vacancy created after GOP Congressman Dean Heller was appointed to replace U.S. Sen. John Ensign.

Ensign resigned amid a Senate ethics investigation.

The special election is already clouded in uncertainty.

Republicans and Democrats are meeting this month to pick their nominees.

But a lawsuit pending before the Nevada Supreme Court argues the contest should be open to anyone who wants to run.
